FG bans foreign trips by civil servants


The Federal Government has placed a ban on all foreign trips by civil servants.
The decision, which took effect from January 2015, became necessary following the fall in government revenue, as a result of the global plunge of oil prices.
A circular from the Office of the Head of the Civil Service of the Federation, Danladi Kifasi, entitled: “Restrictions on foreign training and international travels by public servants,” issued to all Ministries, Departments and Agencies of government communicated the directive.
A statement issued on Thursday, February 5, in Abuja by the Assistant Director (Media Relations) in the Office of the HoS, Mohammed Manga, quoted the circular as saying that government had embarked on a number of measures to help manage the shrinking economy.
He said: “Proposals for participation or attendance of international conferences, seminars, workshops, study tours, trainings, presentation of papers and negotiating/signing of Memoranda of Understanding abroad at government’s expenses, shall no longer be allowed except those that are fully funded by sponsoring /invitation organisations.”
Stating further, the circular said that no ministry, extra-ministerial office, department, agency or parastatals should send members of staff outside Nigeria for training at government’s expenses, “whether or not that agency draws funds from the Federal Government’s Budget or meets its financial needs from revenue generated by itself.”
“Public servants invited for foreign trainings/study tours, conferences by any organisation, government or other Bilateral/Multilateral organisation will be allowed to travel provided that no travel cost, estacode application or any other cost on government is involved,” the circular added.
